Filter events by time and not just by date

Machines from Weber Maschinenbau create thousands of events per day representing state changes of the machines. In Device Management when looking at the event list, it is only possible to filter for full days instead of timestamps like it is possible for measurements. Given that only 50 events are loaded per page, this makes it very hard to find events in the history.

Also, in the details when expanding an event, the timestamp and the creation timestamp are missing the millisecond part- While it makes sense to only show up to minute resolution in the unexpanded list, showing a wrong timestamp in the details is unexpected and error-prone.
