GeofenceEmail smartrule UI should allow configurability for sending email on entering/leaving geofence

Geofence Email smartrule currently doesn't allow to configure when the email has to be sent for geofence violation.

ex:

- Should the email be raised when a device is entering the geofence?

- Should the email be raised when a device is leaving the geofence?

- Should the email be raised when a device is entering or leaving the geofence?

This is a bit inconsistent with Geofence alarm smartrule which allows the user to configure the geofence properties (see attached).

The UI should be updated to also configure when the GeofenceEmail smartrule should be triggered
