Allow users to add and view Annotations in timeseries data

Annotations are notes that users can add to the timeline of the data, with these users can capture and preserve crucial events in the timeline of their data. This can help users remember important events, such as machine breakdowns or replacement, which later prove valuable for recalling critical incidents and learning from them for future decision-making.

There can be two types of annotations: Personal and Shared Annotations. In addition to personal annotations, users can view shared annotations, which are visible to the entire team. This promotes collaboration and facilitates knowledge sharing within the organization.
