Ability to remove Cockpit functionality

Functionality such as the Welcome page, the reports or the Data export are often not used by customers.

SMC does pre-configure dashboards for their end-customers and would like to be able to hide this functionality from the Cockpit application so that the end-users only see relevant functionality.

Currently, they note in their own manual that e.g. the report functionality is not supported.
