Support for bulk alarm uploads using normal REST

No REST support for uploading bulk alarms.

Many of our field devices don't have the capability to communicate with the cloud directly, and hence when it is connected to the docking station, the docking station will download all the data from the field devices and process and upload events, alarms and measurements from the devices. For measurements there are REST interfaces that allow bulk uploads, but for alarms there is no such interface. Events are fewer in number hence it is ok with no bulk uploads, but for alarms, allowing bulk uploads will be helpful.
